center to center measurement from the 1/4x20 to the locating screw? Is it the 9mm ARRI standard?

Yes, the SmallRig Articulating Arm with 1/4"-20 and 3/8"-16 ARRI Locating Screws (11") (Model 4900) does use the ARRI 9mm standard locating pins on both the 1/4"-20 and 3/8"-16 screws.

Are the anti-twist pins spring-loaded or removable to enable attachment to a flat surface that lacks holes for the pins?
