No, the SmallRig NP-FZ100 USB-C Battery (2400mAh, Blue) is only meant to be charged via USB-C while it is outside of the camera; it cannot be charged while inserted in and powering a camera. To power the camera from an external power source, you could use a USB dummy battery, such as the Tilta Sony NP-FZ100 Dummy Battery to USB-C Power Cable (5"), B&H # TIDBSYFZUSBC, but keep in mind a dummy battery like that will not power the camera when it's not connected to a power source.
