Can the text on the display and button labels be inverted so the Stream Deck+ can be operated with the knobs on top?

Can you use the dials to pan left/right on a PTZ NDI camera?

The Elgato Stream Deck + has an extensive Macro system, that would allow you to assign functions to any of the buttons and control PTZ camera functions.
