The stands are similar are far as function and height but the Titan supports 44lbs, whereas the 231CS supports 17lbs.

Can I mount a dslr camera on the sliding arm?
I assume you can if you put a tripod head on it. It isn't anywhere near as sturdy as a studio stand. I use it to mount a strobe in a medium sized strip box

question
How do I tighten the handle? It slides down the poll ever so slowly. But it slides down nonetheless. After an hour it's at the bottom. There are a few bolts that seem to tighten it. But they're tight. Any help would be appreciated.
The handle should lock automatically after the trigger has been released. If the problem still occurs, it would be best to contact Manfrotto directly as this may be a defect. https://bit.ly/2pRruLn

question
Is it possible to purchase an extra handle and put two lights on one pole? Additionally, would two monolights + softboxes on one pole be too much weight?
You can absolutely hold more than one. You just need to purchase the 231ARM. Two monolights and softboxes would be fine, as long as you sandbag the base so it doesn't tip over on you.
