Those two are not similar C stands. The silver one is a sliding leg. The black one linked is a turtle base.

What does fixed base mean in this case? do the legs fold flat? does the top leg slide?

Hi Justin, The legs arrived folded flat (nested). The top leg does not slide. However, once it was assembled, I was not able to arrange the legs at any other angles than what you see in the photo. I had hoped to move the center pole closer to a wall by rearranging the legs, however this was not possible.
