As much as I wanted this to work, it really cuts down the audio signal compared to an amplified/powered unit.

Used the Jack in the Box to connect DVD player to OSP amplified speaker. Works great.

If I reversed the signal flow, would this work as a line level Stereo RCA Splitter?

The only way you could reverse the signal flow on the Galaxy JIB/R is if you opened it and soldered it to reverse the inputs and outputs to be able to achieve what you are describing. If you require a splitter then you would need something more like B&H # GAJIBS or BH #HEPB2.
