when you disconnect the neck strap from the parts attached to the camera body, can you connect the two ends of the neck portion (is one end male and the other female) to make a loop to fit over your neck?

Yes, you can! One end is male and the other female, however, I have never done this personally, so I am not sure how comfortable it would be. Conversely, I really like that the two straps still attached to the camera can connect to each other to make a smaller strap on the camera if you just want to hand-hold it for if you have it on a tripod. I'd recommend this strap!
