The lock ring holds the glass in the main filter ring. It is low profile to avoid vignetting. This has nothing to do with the rotation of the filter for polarization.

I have an EF 24-105 and it fits fine. None of my polarizing filters touch the glass of the lens. They screw on and there's always a small gap between filter and lens.Hope this helps you.
