Can this arm fit on other tripod head brands? Also, what is the length from the screw end to the start of the bend?
This arm is specifically for the Manfrotto 3130 Head and we do not recommend it for other brands of Video Heads.

Does this handle work with tripods that don't already have a handle? I want to attach it to where the pan lock knob on my tripod screws in.
No it does not. It only works on heads specifically the 3130 that are already video heads with the handle

Does this come with piece needed to attach it to the tripod? I lost both. It's not pictured, but I imagine most people looking for a handle also need a new attachment. Answers?
No it does not . My handle was the only thing that I needed.Manfrotto you may need a Clamp Knob and ClampR701,222 & R701,219
