Would you recommend using this filter with a Canon 16-35mm L F4 on a full frame?

I used it for my canon 6D with 24-105 zoom, find it has dark corners on wide zoom, such as 24mm, so, I think, it may be worse in 16-35mm

I have a Nikon 10mm-20mm lens. I want to use more than one filter at a time and since this holder only holds one to prevent vignetting would you suggest going to the bigger Z-Pro Series holder & filters?

Yes you may use the Cokin Z holder along with the Cokin Z-Pro Series Filter Holder Adapter Ring (72mm) B&H # COARZP72 to prevent vignetting.

I just got the Rokinon 12mm lens, will this holder cause vignetting? Also what gradual ND filters and 67mm adapter do you suggest?

I don't see any vignetting with my 17-35mm lens. I don't have an exact match for a lens so I can't completely answer this. For adapter I'd say go with Cokin. For graduated ND filters possibly ND2, ND4 and ND8.

I have the regular-sized Cokin P filter holder and it vignettes when I use it on a 21mm lens (Loxia 21) with my FF camera. Does anyone know if the Cokin wide angle filter holder is free from vignetting on a 21mm lens?

Yes, the Cokin wide angle filter holder will not vignette at 21mm. I use it on a 20mm Nikkor without problems. Be sure to get the right adapter for your filter threads.

The wide angle holder will hold only one filter at a time. The normal holder will hold up to 3 filters at a time.
