I want one device (ex BluRay Player) to be controlled in a different room, AND the room it is in (I will be splitting the video signal). When the IR emitter is placed in front of the device, does it allow the signal to pass through the emitter?

the emitter does not have to be placed directly over the sensor on the component. I mounted the emitter about 6 in front of devices and it works fine. It has adhesive backed holders that are designed to be attached directly to the panel of your component and instructs you to use a flashlight to look at the front panel to determine exactly where the IR sensor of your component is located but some devices I just could not tell through the smoked plastic panel where the sensor was so just mounted the emitter roughly facing the panel and all works well from even a foot away.

The manual states that the cable from the receiver to the hub is 36 inches, but does not state the cable length from the hub to the emitters. How long are they?

The emitter cables are about 5 ft but are removeable as they use a 1/8 (mono) headphone style plug/jack so could be extended if necessary with an additional extension cable. The unfortunate part of the design is that the RECEIVER is hardwired to the hub and is not very long. They should have designed the receiver with a plug/jack as well.
