It says it takes metal tapes in the description, however in specs it says it takes normal and chromium, can I record on to the highest quality (metal) tapes?
Do nor buy this piece of jonk! I don;t know about metal tapes. It does have a setting for them but I never used it. On regular tapes it records on only one track. And the speed of playback varies. I think the plastic grips are slipping. BUY AMERICAN, or at least First World!

question
When recording from a receiver's FM source, does the deck show recording level? I assume the deck can record from a stereo receiver, correct?
The audio meters should react to any input it is receiving.

question
can't seem to record from phono...what am I missing?
You may require a phono preamplifier to raise the phono's audio output to LINE level accepted by the tape deck:The Rolls VP29(B&H # ROVP29) is a phono/turntable preamplifier with provisions for line level output. The VP29 is designed for use with amplifiers, mixers or stereo systems that do not provide turntable inputs. The preamp features dual RCA phone inputs, ground terminal connection and dual RCA stereo line level outputs. A separate 1/8 stereo line level output is provided for added flexibility. Although the unit is DC powered (AC adapter included), its compact design make it both unobtrusive and portable.EQ Compensation Curve The Rolls VP29 features RIAA standard EQ compensation. Counter-EQing during playback compensates for over accentuated high frequencies and low-end frequency loss RCA and 1/8 Phone Output In addition to the standard RCA L/R phono outputs provided, a single 1/8 stereo phone output is provided for added flexibility Compact & Rugged Design The Rolls VP29 sports a rugged, compact design that is both unobtrusive as well as lightweight and portable http://bhpho.to/1x48O8l
