We purchased the scope, it states it is waterproof. We have water and fogging inside the scope. What is our next step in checking into this. Can it be sent to manufacturer or you for repair?
The best thing to do is contact the manufacturer. If there are any repairs needed they would be the ones to do them.

I am looking to mount this scope to the iOptron 3500, but I can't find any information on the Barska threads. The iOptron 3500 has 3/8 -16 male threads. Will this scope mount on the iOpteron?

No, although I believe an adaptor is available for a camera. It is a good scope for for my use but I believe you have to shop and compare by going to a retail outlet and spend some time testing models against what your needs/wants are. Can't do this online although after going through this exercise, the best deals are online.

IS THE BARSKA 30-90X 100 GLADIATER CONSIDERED A T MOUNT SCOPE OR DOES IT HAVE T THREAD ON THE EYEPIECE?
There are male threads located on the body of the scope around the base of the eyepiece. The threads are not on the eyepiece itself but they are on the body of the scope. They appear to be for a T mount adapter. I emailed Barska and the customer service rep. said the threads are 1/32. I would like to find a t mount adapter for this scope but I have not been able to locate one. I hope this helps.
