I've known people to successfully ship items UPS using plastic tubs they've sealed with tape. This is definitely a step up from that. You'd probably want to tape down the latches. The monitor should be well protected for shipping. Bigger issue is the weight. The case itself has some weight to it. Unless you need the case for transport after arrival it would not be the most economical way to ship a monitor.

Yes, it should not be a problem. We use it for a Lenova All-In-One 23 inch PC which has a stand with a wider base than the Dell monitor and it fits fine. Plenty of room for accessories also. The interior foam allows for a great deal of individualization.
