ORIGINAL QUESTION: Does it impede window ...
ORIGINAL QUESTION: Does it impede window operation? Can the window glass move a bit up or down with this attached to the door? The only answer given makes the assumption a head, camera and lens would still be attached to the mounting bracket. I want to know if the window would be fully operational with just the mounting bracket in place?
The window is operational when this support is in place.

Does it impede window operation? Can the window glass move a bit up or down with this attached to the door?
Yes it can, But the extra weight of this mount and your camera, lens, etc. may damage the window motors in doing so. This would not be a recommended practice.

question
Does it scratch the car door when mounted outside the window?
Depending on your car model, you may have to add something to the metal parts so they won't scratch your car. Wish they had put rubberized material on all their metal parts. For video I find this is still not stable enough for rock solid clips, imho.
