The  Quick Release Mic Stand Adapter from Ultimate Support simplifies the quick swapping of microphones and mic stands on stage and in the studio. Made up of two pieces, the stand adapter takes advantage of a ball bearing / hex fitting that makes an extra tight, super quiet connection. The bottom half threads onto a 5/8” mic stand, while the top half threads into a 5/8” mic clip. To disconnect the two, simply pull down on the lower half’s molded grip and lift up on the top half. This adapter is made from strong steel.

Hi- Does this allow the upper part to swivel 360 degrees freely independently of the lower part? Thanks.

No. It does not. You can't see it in the photo, but the top locks to the bottom. I had two of these that had the plastic pull-to-release ring (that's grooved in the photo) broken. Not the best quality. No worry with an SM58/57 type of mic, but I wouldn't put a U87 on it.
