Will this mount stick well to the dashboard of a car too?

This product works best on windows or perhaps the exterior of a car. Some dashboards are made of materials that do not work well with suction cups so you'd have to test it out to know for certain.

Can I use on wet surfaces? For example, pool side or bottom of pool?

Suction cups work best on a dry surface. If the surface is too wet the suction cup wont hold at all.
