Absolutely. I have the mount on the inside of my front windshield and there's a wide range of angles available shooting through the windshield.

This product works best on windows or perhaps the exterior of a car. Some dashboards are made of materials that do not work well with suction cups so you'd have to test it out to know for certain.

The Pivot thing on the middle bottom in picture #1. Does that part have a name? I need a replacement for my Gopro mount. I do not like the long arm.

This is designed for use with the GoPro camera system. It might be possible to find an adaptor for it, but I'm inclined to think you will not.
