It does exactly what it says. A great piece with a good price. The converter part though, it adds an extra bulky part to your rig

Converts like it should, The weight and size of the converter box is impressive, very small, I threw a little velcro on the box and put it in place on my rig. Good Find

Will this work directly with a Switronix battery for a BMCC without the regulator of the battery?

This device converts 12 to 18 volts to regulated 12 VDC and is rated for a 3-amp draw at 12 volts, which provides a safety margin to the Blackmagic Cinema Camera and Production Cameras. This unit has a regulator on it.

Will this work with a Panasonic AW-UE70 camera? Is it the same barrel connector?

YES, IT WILL WORK. THE PLUG IS A STANDARD 2.5MM BARREL PLUG, THE OUTPUT VOLTAGE IS 12 VOLTS.
