I don't know of any D-tap cable being stackable. This one is definitely not.

question
I have two Flex light Cine Kits... One 1x1 and one 1x2. I have two D-Tap connectors (one for each). NEITHER cable works on either light. There's power to the 1x2 control unit, but will not light the light. There's no power to the 1x1 control unit. Ideas?? Thank you!
That cable is not compatible with the 1x2. It's stated directly on the B&H page for the cable which Westcott lights it is meant to work with. Also, it only works with certain batteries. I'd call Westcott's support number and have them sort you out.
