The GH1382QD Series 1 Center Ball Head from Gitzo is an Arca-type compatible ball head that is compatible with Traveler Series 2 and Mountaineer Series 0 and 1 tripods, has a load capacity of 31 lb, an independent panning lock for 360° rotation, and a height of 4.4". The head weighs 1.1 lb and has a tungsten disulfide coating to help keep the ball movement smooth while it minimizes sticking and slipping. A screw lock lock tightens down on the included quick release plate, and a bubble level helps maintain straight horizons in your images. To allow for precise adjustments, a friction control dial is integrated into the large locking knob.

Ive received this tripod head and the pan lock, when fully tightened, does not prevent the head from panning. Is this normal or a flaw in my unit?
Is it possible that you haven't secured the heads' anti-rotation set-screw located under the tripods' top-plate? This will prevent the head from twisting off the tripods' head-mounting screw.

On the Gitzo GT1545T tripod, with this ball head allow for the reverse fold of the legs?
The GH-1382QD allows for a perfectly parallel leg-fold on a 2-series Gitzo Traveller, but not on a 1-series Gitzo Traveller. For a perfectly parallel leg-fold on the 1-series Traveller, you'd want the smaller GH-1382TQD head.
That said, I never fold the legs on my 2-series Traveller unless I'm storing it in its' bag or case. When heading out for a shoot,,, it's best (quicker to deploy) to unfold the tripod legs at home. This allows for the use of any head you want.

will this work on Gitzo monopod?
You could use this, or almost any ball head, on almost all monopods. Nevertheless, it would be overkill since the freedom of movement on a monopod is instantaneous and wide ranging, so you don't need the rotational lock for sure. You might also do without the full range of movement that a ball head affords and just use a simple Manfrotto head with one pivot movement. The money you'd save could go to better use.
