Instructions are confusing for how to properly charge unit... Howdy you know when it's fully charged. And does it matter if the switch is set to USB or BATTERY during charging?

Jim is correct. To charge the battery, you would insure the mode switch on the unit is set to "BATTERY." Connect the charger/adapter to the unit, and while charging, the standby indicator will illuminate ORANGE, which indicates the unit is charging. When charging is complete, the standby indicator will illuminate RED. It takes approximately 6 hours to fully charge the battery.

What is the texture of the light surface and will it produce newton rings?

The texture is completely smooth, as far as newton rings, it may or may not produce them depending on the temp and humidity at your location. An old darkroom trick is to sprinkle some corn starch on the surface and then brush it away.

If you want to use this as a background light, you could certainly do that. Of course, the objects should be flat due to limited surface area.
