Does this arm have adjustable retention? I'm planning to use it with a mic that only weighs about 1/4lb
The Samson MBA38 does not have adjustable retention.

The length of the arm from the “stand” attachment is 20 3/4” (end of joint to end of joint)

Is it possible to mount/suspend this arm from above?
The MBA38 is not intended to suspend from above. It does come with two types of mounts -- a clamp style mount and permanent flange mount. The stem for the arm inserts into the mount from the top. You could attach the clamp mount to a shelf and then position the arm so the mic comes downward, but the arm can not be mounted upside down.
