Does this adapter allow for full aperture control using the Xpan lens?
It allows for full manual control of the aperture. There is no AF or electronic aperture control.
Also there is a crop factor, not sure exactly what is is you should be able to find more info somewhere online.

I have a NiSi X-len. Is this X len and the Xpan lens the same size? I intent to mount to A fujifilm G mount camera body.
The size is not the important factor--the design of the mount is. Only Xpan lenses are compatible with this adapter.
