The WD My Book Duo 16TB 2-Bay USB-C 3.2 Gen 1 RAID Array features two 3.5" drive bays that each sport a 8TB hard drive to provide a total capacity of 16TB. WD has configured the drives in RAID 0 and lets you reconfigure them in RAID 1 or JBOD, using the included WD Drive Utilities software program. The My Book Duo comes with a USB-C 3.2 Gen 1 port, plus a USB-C to USB-C cable and a USB-C to USB-A cable.

I would like to use this for HD and 4k video editing. I would also like to use them as back up storage. My current external WD HDs are really slow with copying videos and editing. How fast are thesea and are they sufficient for video editing?

With speeds of up to 360MB/s these would be on the slow side for editing 4k video.

I would buy this WD MY Book except for the propriety encryption. It is just what I am looking for. Can this Duo be backed up to another non-encrypted drive or does the encryption prevent this ??

I have the same concern. The WD web site states Set a personalized password to activate hardware encryption and data protection. which implies that it would be off until activated but I would still test it by pulling a drive and sticking it in another enclosure to see if it can be read.

I am understanding that if a drive fails one has to buy a new one from WD due to their encryption are these drives available and how much are they so one cannot just by another seagate red drive and. put it in ?

The drives are replaced by WD within the Limited 3-Year Warranty. Otherwise, you can use any RAID compatible drive that is 5400 RPM.
