How does this maintain aperture control without electronic contacts?

Aperture control would not be possible, as the adapter would set the lens at the highest possible aperture. All exposure controls would be made using the shutter speed and the ISO.

Will this adapter work on the Z6 with the Canon 17mm Tilt+Shift lens?

It would work but you would not be able to change the aperture on the lens.
