Where is best to put sandbags for a stand like this? Have only been able to find advice for c-stands not bigger stands like this

Placing the bag on the leg in the space between the wheel and where the brace connects is ideal. The closer you get to the wheel without interfering with its operation the better. You want to make sure the bag is hanging and is not resting on the ground.

Is this entire stand, including riser columns, ...

Is this entire stand, including riser columns, made of steel? I currently have the "Impact Steel Roller Stand II with Low Base and Braking Wheels (9.5')" and it's mainly made of steel except for the riser columns, which are made of aluminum and bend a little when I boom heavy lights.

I see the load capacity will handle it but wondering about the size of the gear I'm using. Will this have a big enough footprint diameter to be stable enough (with sandbags of course) for a broncolor para 133 and siros monolight?

Can this stand be used without the casters? If so, will it close down to a smaller diameter with the casters removed?

The wheels of the Matthews Hollywood Baby Junior Double Riser Stand (Black, 9.6') cannot be removed easily. They are built into the legs of the stand and are recessed so when the stand is closed, it can still be stored upright; removing them, even if you could, would not alter the closed length of the Matthews Hollywood Baby Junior Double Riser Stand (Black, 9.6').
