Yes, it's 19 inches wide so it will fit in any standard rack. Shelf depth 15 inches sounds right. It is set up so you can screw it into the front and back rack rails if you case has them (highly recommended if your gear is heavy). These are very nice. Using mine in a Bradshaw guitar rack.

If you're asking whether the shelf can lock so that it doesn't slide out when the rack is tilted, the answer is no. My rack has lids on the front and back so even if it is tilted the shelf will bump into the lid. I never had a problem with it and I like it a lot. Everything that I have on it velcroed to stay in place.
