I was intending to use two 45 silver parabolic umbrellas with two 600 EX RT Speedlites to light groups of four to ten people indoors. If I use two of these 45 softboxes with one 600 EX RT Speedlite inside each one, will they be a better option? Any suggestions will be appreciated.

You could use a Halo Mono Softbox on each of the 600EX RT flash and still have enough coverage for a group of 4-10 people. Using the parabolic umbrellas would add more contrast with specular highlights.

How would you compare the quality and concentration of the light as compared to the Photek SoftLighter umbrella series?

The quality of light is extremely soft and emulates that of a shoot through umbrella (minus the light loss). The Halo is more forgiving than the Photek version due to its wider spread of light.

To use this Westcott Halo Mono with the Rotolight Neo 2, you would need to put the light on the Impact Deluxe Umbrella Mount with Adjustable Shoe B&H # IMDUBAS, which has a cold shoe mount and an umbrella slot, so everything can mount on a light stand. https://bhpho.to/2UiVUUq.

The Halo Mono is specifically for monolight strobes, where one might need easier access to the control panel. The standard Halo is for flash heads which use a power pack or speedlights, so it would full enclose those types of units.

How is this different in output to a basic Umbrella Softbox of the same size? For example the Phottix 40" Shoot Through PH85380?

There is no light lost, which is common in shoot through umbrellas. The reflected light stays within the modifier for higher output.
