Is this the GEN 2 3-way adapter that is Arca Swiss capable?
No it is not. The only binocular tripod adapter with an Arca-Swiss base is the Benro Arca-Swiss Style Binocular Bracket

How does this attach to my Nikon 10x50 binocular? Do I need another piece of hardware?
Not sure for the Nikon. I have the vortex diamondback 10x42 and it fits fine on the binos with my vortex high country tripod it might be difficult to screw in the receiver nut due to the 50x bino size but it should fit.
