I have impact 400w strobes will I need the ELS universal speed receiver to sync my strobes?
That is a transmitter. If you want to use that one you will need a receiver as well.The Elinchrom EL-Skyport has additional features that will only work with specific Elinchrom lights.With impact lights I would just use a traditional wireless sync. Some of those are listed below and the ones I am listing are kits with a receiver and transmitter.

Yes, the Elinchrom EL-Skyport Transmitter Plus HS for Nikon will allow you to use High Speed Sync when using the Elinchrom ELB400. Elinchrom states that they recommend output A (slower flash duration). http://bit.ly/1Snhv6P

Will this work on my Elinchrom Quadra Living Light Kit with Lead Battery, S Head and Transmitter?? B&H # ELQPSHSR MFR # EL10430.1 (this item has been discounted)
It will work to fire the light and adjust the power. It is not optimized for HSS and it will not do TTL.

I shoot both Nikon and Fuji. I am only interested in the high-speed sync on the Nikons (and I don't need TTL on either system), so if I got the Nikon-compatible model for that purpose, could I use the same unit to simply fire the flash on a Fuji camera?
Yes you can fire the flash with Fuji camera and the trigger only manual
