I am planning on using a GT2 Tomahawk Gimbel with this Monopod. Which panning plate would work well with both of these? I do no want to get a separate ball head for the mono.

You do not need a panning plate to use the ProMediaGear GT2 Tomahawk Gimbal Attachment for Ball Heads on the Benro MSD46C SupaDupa Carbon Fiber Monopod (72"). One can simply spin the monopod to pan the camera.

When the legs of the monopod are locked, they are not designed to rotate. If you need to rotate your camera, you would rotate/pivot the monopod in your hand or rotate your body.

Has anyone used this monopod with a Canon 1dxmk2 and a canon ef400 2.8 lens?

The capacity is 40 lb if rounded up from 39.7 LB as stated on the Benro website. Websites such as Amazon and even B&H show this as 40 kg which works out to 88 lb. However 39.7 lb is a ton more than anyone would ever want to mount on a monopod

Yes, the Benro MSD46C SupaDupa Carbon Fiber Monopod does include a spiked foot which can be swapped for the rubber foot at the bottom.
