They give the Leg Diameter of 1.63" / 41.3 mm. That is the top section. What is the diameter of the bottom / Smallest leg section?

The listed diameter for each leg section are 1.14- 1.3- 1.46- 1.63 in.

I have a Novoflex MagicBall Ballhead, will this tripod fit with it? Or do I need to buy any accessories for it?

Yes. That ball head would be fine. The other two reviews are a bit misguided in my opinion, as there is no such thing as excess stability, or “overpowering” of a ball head. Yes, aesthetically, the ball head may look a bit odd when compared to the base. Yes, the tripod is bulky, and a bit heavy. It is a rock though.
