The 1/4-grade, 67mm Tiffen Black Pro-Mist Filter helps to reduce the value of the highlights while slightly lowering the overall contrast. This filter is especially useful for smoothing out and softening facial wrinkles and other blemishes. While designed for use with movies, this filter can also be used for fashion and beauty applications. Unlike a traditional diffusion or soft focus filter, Pro-Mist filters provide little loss of detail across the image. The 1/4 density provides more contrast and highlight reduction than the 1/8, but less than the 1/2, while still allowing for a soft, pastel-like quality of light.

This is a type of soft filter but in a way is somewhat of an ND in that it cuts out about 1 stop of light.

I received mine and it comes with multiple specks on the filter itself, almost looks dirty. I'm wondering if this is who it's supposed to be?
Yes the dots on the filter is what softens the image and makes the highlights bloom. Those dots are a normal part of the filter.

We do not find any specifications for the TCL x100ii lens on the B&H website, perhaps you can contact Fuji directly for the filter thread specifications?
The filter specifications for the Fuji x100f on the B&H website state 49mm with adapter.

You can screw this first on the lens and then tiffen variable ND on to this
