Yes, that is correct, you would need 20.2 oz's of chemistry for processing two rolls. Since during the developing/fixing phases agitation is used, I would highly recommend filling the tank to capacity. If half filled, you will cause air bubbles during agitation and if they settle on the film, you will get marks or blemishes on the emulsion.

How well does this tank & reel combination maintain initial solution temperature during processing, particularly for the developer?

The tank and reel are plastic so they do not retain temperature as good as steel tanks and reels.Color film processing temperature can be more sensitive. What most do is that they keep the tank in water just under the lid and the water is set to the temperature you need. That way it keeps it closer to the temperature you need.

How much solution in ml is necessary to develop 2 35mm rolls of either 24 or 36 exposures?

The answer to this question is that the tank needs 10 ounces per roll which is 295.7 ml. So for 2 rolls you would need 20 ounces or roughly 600 ml. If you have any more questions please let me know. Also the chemical requirements are printed on the bottom of the tank.
