Yes, that is correct, you would need 20.2 oz's of chemistry for processing two rolls. Since during the developing/fixing phases agitation is used, I would highly recommend filling the tank to capacity. If half filled, you will cause air bubbles during agitation and if they settle on the film, you will get marks or blemishes on the emulsion.

How well does this tank & reel combination maintain initial solution temperature during processing, particularly for the developer?

The tank and reel are plastic so they do not retain temperature as good as steel tanks and reels.Color film processing temperature can be more sensitive. What most do is that they keep the tank in water just under the lid and the water is set to the temperature you need. That way it keeps it closer to the temperature you need.
