I used this on my Canon 80d and a Mamiya 45mm f2.8. Everything is manual, so you just need to work a bit more to get your ISO, Shutter, Aperture set. But that is part of the fun.

Will this adapter make a 50mm Mamiya 645 lens act like a 50mm lens on my full-frame Canon DSLR, i.e. is it a focal reducer?

The FotodioX Pro Lens Mount Adapter for Mamiya 645 Lens to Canon EF-Mount Camera is not a focal lens reducer and has no built-in optics. If you are using a lens designed for the Mamiya 645 film camera, as there are no conversion optics inside the above lens mount adapter, a 50mm 645 medium format lens would be the rough equivalent of a 31mm lens used on the full-frame 35mm sensor.

It will work with the 5D Mark III and the Mamiya manual focus lenses. Call B&H to find out if it works with the AF lenses.

Canon 7D has the same mount with 5D. It fits Mamiya 645 Sekkor C lenses on 5D so it would do it on 7D as well.
