Tiffen 77mm Circular Polarizer Filters - Light rays which are reflected become polarized. Polarizing filters are used to select which light rays enter your camera lens. They can remove unwanted reflections from non-metallic surfaces such as water or glass and also saturate colors providing better contrast. The effect can be seen through the viewfinder and changed by rotating the filter. The filter factor varies according to how the filter is rotated and its orientation to the sun.

How much vignetting would this lens have on a tokina 11-16 lens on a Nikon D7200?

Your camera body is not full frame and has a 1.5x magnification factor. As a result your 11-16mm lens when used on this body is essentially a 16.5mm -24mm lens. There should be no vignetting given these focal lengths when using a standard CP filter. Sure. Some dedicated lens hoods attach to the lens behind and over the filter. Some lens hoods attach via the filter thread, in which case this filter has a front thread for additional attachments too. Please note that it may be difficult with some hoods to reach the filter to rotate the polarizing filter.
