I have a special visoflex-M 90mm f2 summicron that I'd like to use this adapter with. my lens has a lip that extends out to the same distance as the mount itself. this adapter looks like it could work, but can this be confirmed for me?

Will this adapter work with 28 mm f/2.8 ELMARIT-M Asph?
the 28mm will mount but will not focus to infinity. The Leica 65 mm Elmar will mount and focus to infinity. With the 65 mm Elmar you need the Leica variable tube 16464K. Check the B&H Photo used department.

i got a leica 2.8 90mm elmarit-mand i want to put on my nikon f3 will this do the job ?
Yes. It does the job. I have already purchased a similar adapter (Pentax-K to Nikon) and it works fine. You may know you have to work in Manual focus.
