I use these on 1960s Super Takumar lenses in combo with Smallrig step up rins to 114mm so I can use my Bright tangerine Matte box on those old little lenses.

If I flip this around can I use it as a step-down ...

If I flip this around can I use it as a step-down ring? I know I'll have to deal with vignetting (well, maybe not technically vignetting, but overlap into the image area), but will it work until I can get the correct size filters? Or are the threads threaded in such a way that it can only screw on to the lens on one side and the filter on the other and cannot be flipped?

Yes, you can stack 2 filters with the same size thread but beware of vignetting (darkening of the edges) with wider angle lenses.

They are about 5mm thick which is about the same as a standard UV filter ring.

Are both threads fine/standard or is the 95mm coarse like the Canon RF 28-70L and the 67mm fine?

The Sensei 67-95mm Aluminum Step-Up Ring has course 1.0 pitch threading on the 95mm side, and standard 0.75 pitch on the 67mm side. This is fairly standard for these sizes.

If I have a camera with a 30mm lens, and a 37mm fisheye, do I need a step up or step down ring?

If your filter/attachment is larger than your lens, it's a step-up. In this case, your fisheye attachment is 37mm and your lens' front diameter is 30mm, hence, you'd need a step-up ring.
